Seaport-e Overview

SeaPort-e is the Navy’s electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) compete their service requirements amongst 1800+ SeaPort-e IDIQ multiple award contract holders. The SeaPort-e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. All task orders are competitively solicited, awarded and managed using the SeaPort-e platform. Since nearly 85% of its contract–holders are small businesses, the SeaPort-e approach to acquiring services provides opportunity that fuels the Nation’s engine of job growth.

3.1 R&D Support

U.S. Army Medical Research and Materiel Command (USAMRMC), Scientific and Technological Services Contract

AMDEX’s Human Subject Protections (HSP) scientists, comprised of doctors, nurses and clinicians support the development/approval of approximately 150 scientific research protocols annually. AMDEX also provides system development capabilities ranging from upgrading the system technologies and communications for Army Medical Treatment Facilities to redesigning the Office of the Surgeon General’s website for investigating new drugs. We support the well-being of the Warfighter by providing research policy implementation guidance to the Office of the Deputy Chief of Staff for Regulatory Compliance and Quality.

3.5 System Design Doc/Tech Data

U.S. Department of Homeland Security Customs and Border Protection (CBP) Automated Export System (AES)

AMDEX provides full system life cycle and documentation support for the Automated Export System (AES). AES is one of government’s largest systems processing more than 86,400 transactions daily. AES enables exporters to file the Shipper’s Export Declaration (SED) and ocean manifest information directly to CBP.

3.6 Software

U.S. Department of Homeland Security Customs and Border Protection (CBP) Automated Export System (AES)

CBP facilitates more than $1,553 billion in legitimate trade annually while enforcing U.S. trade laws that protect the economy, the health and the safety of the American people. To facilitate this process, CBP requires exporters to transmit electronic cargo information for both arriving and departing cargo from the U.S. Exporters supply this information using AES. AMDEX provides full life cycle software engineering, development, programming, and network support to AES. AMDEX’s ability to meet AES objectives has resulted in continuous contracts awards since 1996, and our receipt of the Hammer Award, Jefferson Cup and numerous letters of commendation.

3.7 RM&A

U.S. Customs and Border Protection (CBP) National Data Center (NDC)

AMDEX leads a team of 93 staff and eight subcontractors providing mission-critical enterprise-wide reliability, maintainability, and availability (RMA) support for the NDC, which is the U.S Department of Homeland Security’s largest data center. AMDEX monitors NDC operations 24×7 year-round. We ensure the reliability of software devices through scheduled maintenance and testing, including continuity of operations testing. AMDEX has developed and implemented automated monitoring systems to proactively detect availability issues on hundreds of applications and devices resulting in our ability to meet and consistently exceed the CBP availability service level agreement. The Department of Homeland Security rewarded our performance on the NDC Project with the DHS Small Business Achievement Award in 2008.

3.10 CM Support

U.S. Department of Homeland Security Customs and Border Protection (CBP) Automated Export System (AES)

AMDEX maintains AES under configuration control using CMMI Level 3 configuration management (CM) procedures. To date, AMDEX has evaluated, documented, and implemented more than 400 changes to AES, implemented six major releases in the past three years, and maintained AES source code and documents under full configuration control in compliance with CBP policies.

3.11 QA Support

AMDEX has provided life quality assurance and quality control support to AES since 1996. We have ensured the quality of more than six AES releases in the past six years and consistently ensured 99 percent data accuracy. Law enforcement officials use this timely and accurate data to identify stolen vehicles and illegal drugs, tobacco, firearms, and explosives before they are exported out of the U.S.

3.12 IS/IA/IT

CBP facilitates more than $1,553 billion in legitimate trade annually while enforcing U.S. trade laws that protect the economy, the health and the safety of the American people. To assist in this process, CBP requires the transmission of electronic cargo information for both arriving and departing cargo from the United States. Exporters supply this information using AES. AMDEX has provided life cycle IS/IA/IT support for AES since 1996, for example we have developed six major releases in the past six years, managed AES security controls to ensure the integrity of system data, and provided database administration and IT support services.

3.14 Interoperability/T&E/Trials

AMDEX has conducted full AES lifecycle testing since 1996.  We test at least two major releases annually and three batches of minor changes monthly, including unit, system, integration, and regression tests. AES exchanges data on as scheduled basis with four government departments. AMDEX supports this process by conducting interoperability/security testing to ensure the data is exchanged in compliance with CBP requirements. As the functioning, ISSO, AMDEX conducts/supports system test and evaluation, vulnerability, and penetration tests.

3.20 Program Support

AMDEX manages a multi-disciplinary team responsible for wide-ranging data center operations: 1) Our Situation Room Team provide 24x7x365 monitoring; 2) The Tape and Print Management Team manage large print jobs and send out paper invoices (note: the CBP is the second biggest collector of revenues behind the IRS); 3) The Auto Operations Engineering Team develop programs for automating operations ranging from re-IPLing servers to automating workflow; 4) The Environmental Team manage the data center fire suppression, cooling, power, and safety; 5) The Production Team perform batch job scheduling and monitoring. We perform ad hoc alternatives analysis and make recommendations for improving efficiently and reduce costs. AMDEX’s excellent work resulted in the U.S. Department of Homeland Security awarding us their Small Business Achievement Award.

3.21 Administrative Support

Office of Naval Research (ONR) Administrative Support

AMDEX provides general administrative support, logistical / asset management support to all ONR members including the Director of Research, the Deputy Director of Research, Program Officers, and technical support personnel. The services we deliver ensure effective workflow, budget preparation and expense tracking, meeting coordination, asset management, time and attendance logging, and coordination for all Defense Travel System (DTS) travel transactions.
